Riigikogu decided to agree with President’s notes on the law on monopolies

The President’s legal advisor Ülle Madise and Chancellor of Justice Indrek Teder took part in the committee meeting on Thursday. They stated that the President and the Chancellor of Justice are not against the general principles included in the new law, but the errors and controversies pointed out by the President have to be fixed.
The Riigikogu plenary assembly will convene to debate on the law on an extraordinary session on August 2. If the Parliament will not adopt the law on Monday without making any changes into it, another extraordinary session will take place on the following day and the third reading of the law will be carried out an hour after the second reading is completed.
The President pointed out, when refusing to proclaim the law, that the implementation mechanism of it needs to be supplemented. He found that the new law would have left water utility enterprises nearly six months during which they would have full discretion for establishing prices unilaterally.
