Latvian president didn’t promulgate amendments to Immigration Law

President Raimonds Vejonis on April 29th has decided not to promulgate amendments to the Immigration Law, the President's Chancery told LETA.

"The amendments to the Immigration Law reveal shortcomings in the legislative process, as perfunctory amendments are hastily approved in the third reading by the parliament, which cause contradictions in not just the wording of the law, but also make it possible for the law to be applied not in line with its objectives," indicates Vejonis.

 

Vejonis decided to send the amendments to the law back to the parliament for revision.

 

The president has pointed out at least seven legislative norms that need to be revised in order to ensure that the law is properly applied. For example, the law does not name the budget program to which the payment worth EUR 5,000 should be made when applying for the temporary residence permit repeatedly. The norm does not provide for the rights of the Cabinet of Ministers to suspend issue of temporary residence to avert risks to the state security or economic development. The president noted that it is also necessary to ensure a clear and accurate transition to the new regulation.

 

"The proposal supported in the third reading has caused a number of contradictions in the wording of the Immigration Law," the president said.

 

Saeima on April 21 approved in the third and final reading a number of amendments to the Immigration Law. Saeima thus concluded work on the amendments which were submitted to the 11th Saeima for review almost 18 months ago.
