Estonia: absence of implementing provisions not stopping registering partnerships

In spite of the implementing provisions of the gender neutral Registered Partnership Act not having been adopted, people in Estonia are registering partnerships in accordance with the law that came into force on January 1 and the absence of the implementing provisions has not caused serious practical problems, informs LETA/BNS.

"Thankfully no serious problems have occurred so far," head of the parliamentary legal affairs committee Heljo Pikhof told BNS. "The Registered Partnership Act has taken effect and is working, and people are registering their partnerships which is the most important thing," she added.

 

According to Pikhof, the legal affairs committee last discussed the implementing provisions on Dec. 15.

 

"The further proceeding of the provisions depends on the readiness of the committee members as well as all the MPs," Pikhof said. "The timetable of further proceeding has not been agreed on by today and I wouldn't want to make any assumptions regarding the topic," she added.

 

According to Pikhof, by now the committee has discussed and made a decision regarding all the numerous amendment proposals submitted by the Conservative People's Party (EKRE) and the Free Party. The amendments yet to be discussed were made by the Social Democratic Party (SDE) and MP Yoko Alender from the Reform Party.

 

The bill of implementing provisions of the Registered Partnership Act passed its first reading in the parliament in February as the parliament voted to drop from the proceedings a motion to repeal the act adopted by the previous lineup of the parliament.
