Latvia's experience with personal data protection presented in Kyrgyzstan

On 26–27 March 2015, in Bishkek, the capital of Kyrgyzstan, during a conference organised by the Organisation for Security and Cooperation in Europe (OSCE), Maris Rukers, a delegate from Latvia with pertinent expertise, presented Latvia's experience on the establishment of a single national system for registration of residents, the right to privacy and mechanisms for personal data protection and their importance – given the potential risks that arise when they are absent, reported BC the Latvian MFA.

The Government of Kyrgyzstan is currently enacting reforms with their national registry of residents and has recently launched a national campaign for collecting biometric data in order to increase the accuracy of voter lists ahead of the parliamentary elections scheduled for autumn 2015.   

 

The conference was organised by the OSCE Centre in Bishkek in association with the OSCE Office for Democratic Institutions and Human Rights and a Kyrgyz non-governmental organisation, the Legal Clinic "Adilet". The aim of the event was to exchange views on how to strengthen the national legal and administrative framework on data protection.

 

The event brought together around one hundred government officials, including the First Vice Prime Minister of Kyrgyzstan, Tayirbek Sarpashev, parliamentarians, representatives of NGOs, media and international organisations.

 

Latvia’s delegate, Maris Rukers, took part in the conference with the support and backing from the Ministry of Foreign Affairs, and represented the Latvian Presidency of the Council of the European Union.
