YIT to build Baltic Sea Art Harbor in Parnu

Construction company YIT Eesti and the Parnu Museum of New Art have signed a preliminary agreement on the design and construction of the Baltic Sea Art Harbor in the southwestern Estonian resort city of Parnu, regional newspaper Parnu Postimees reported, cites LETA/BNS.

Lauri Alver, head of a service at Estonia's State Shared Service Center, said that the State Shared Service Center will contribute approximately 2 million euros towards the project. One of the conditions for the State Shared Service Center to finance the project was a commitment from the Parnu city government and the Ministry of Culture to come up with additional own contribution as, in the tender carried out, the project turned out to be more expensive than expected. 


"Now this concern has been resolved," Alver told the newspaper.


Both parties are prepared to contribute 535,000 euros to the project. In addition, the State Shared Service Center wants the city to commit to not conduct any transactions with regard to the land plot in question for a period of five years. 


At present, the State Shared Service Center is awaiting a financial analysis of the project complete with endorsements from the city and the ministry.


Invoices will be paid exclusively based on the works performed, and the State Shared Service Center will make no payouts as long as not all of their terms and conditions have been met, the newspaper said. 


Parnu Deputy Mayor Meelis Kukk told public broadcaster ERR that the city has set aside 535,000 euros for the art harbor project in its budget. The aim of the project is to build the first stage of the art harbor, meaning the harbor's main building on the bank of Parnu River and a  national pavilion of Estonia afloat on the river.
