Latvian Government gives green light to Kekava Bypass PPP project

The government on Tuesday approved construction of the Kekava Bypass, which is to become the first major private-public partnership (PPP) project in the Baltics, Transport Minister Talis Linkaits (New Conservative Party) said at a news conference referred LETA.

The minister informed that the preparatory process has been completed and the four-lane bypass road with parallel roads, bridges and underpasses will be designed and constructed in the next coming years. Linkaits underlined that the Kekava bypass will be the first step in developing a "civilized road network in Latvia". 


According to the government's resolution on long-term commitment to the project, the procurement procedure will be concluded by awarding the PPP contract to the private partner chosen in the competition. The public partner or client is the Ministry of Transport, which has authorized Latvijas Valsts Celi (LVC, Latvian State Roads) to implement the project on the ministry's behalf.


"Today's government decision is indeed a historic for Latvia's road construction as it opens up a new page in the industry's development," LVC board member Martins Lazdovskis said in a statement. 


The Kekava Bypass after its construction will be the new section of the road A7 Riga–Bauska–the border of Lithuania (Grenctale),  and it will be a part of the international road E67 Via Baltica (Helsinki–Tallinn–Riga–Panevezys–Kaunas–Warsaw–Prague).

The total length of the Kekava Bypass has been planned at 17.5 km including construction of the new high -speed section (14.4 km in total) and reconstruction of the existing road (3.1 km). 11.1 km of them planned as four-lane carriageway and 6.4 km planned carriageway with two lanes. The project includes also four multiple junctions, four tunnels, one bridge, seven roundabouts as well as parallel roads in total length of 14.4 km.
