Lithuanian government green-lights 3 PPP military base development projects

The Lithuanian government on Wednesday gave the go-ahead for the Defense Ministry to develop military bases in the city of Siauliai and in the districts of Silale and Vilnius on a public-private partnership (PPP) basis, reported LETA/BNS.

A total of up to 165 mln euros at net present value are planned to be allocated for the military bases, which will house three battalions of the Lithuanian Armed Forces.


The Defense Ministry plans to publish in December procurement documents for review and comments by supplier, with the procurement procedure expected to be launched in mid-January. 


Negotiations with potential suppliers will be held at the turn of 2019 and 2020, with contracts to be signed in the fourth quarter of 2020.  


The Defense Ministry wants the development of the projects to be completed within two and a half years and plans to pay for the work within 12 and a half years. 


The ministry says this will give flexibility, given that payments for major acquisitions, including infantry fighting vehicles, air defense systems and howitzers, are to completed in 2023.


Units of the Lithuanian Armed Forces are now mostly based in former military grounds and buildings left behind by the Soviet Army.
