Fund Ehitus to build Tallinn headquarters of EU IT agency for EUR 8.8 mln

The Estonian state real estate management company RKAS and Fund Ehitus OU signed an agreement on Tuesday whereby Fund Ehitus will build the headquarters of the European Agency for the Operational Management of large-scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA) in Tallinn for more than 8.8 mln euros, reports LETA/BNS.

Construction of the office building consisting of one underground level and four levels above ground and having a total enclosed area of 4,400 square meters will start in April and last until the summer of 2018. The cost of the works is 8.8 mln euros exclusive of tax, RKAS said.


The main building of eu-LISA is to be built on undeveloped Vesilennuki Street plots next to the Seaplane Harbor, home to the Estonian Maritime Museum on the Tallinn seafront. The structure will provide workplaces for approximately 100 personnel.


Altogether six offers were filed in the tender for the construction contract won by Fund Ehitus.


The authors of the architectural design of the building are Ullar Ambos, Jaan Kuusemets, Pille Noole, Ioannis Lykouras and Erko Luhaaru from the firms Dagopen OU and Lunk Arhitektid OU.


eu-LISA is an EU agency to provide a long-term solution for the operational management of large-scale IT systems, which is tasked with running the Schengen information system (SIS), the visa information system (VIS) and the asylum seekers information system (EURODAC). The agency is managed from a head office in Tallinn, while its data centers are located in Strasbourg, France and Sankt Johann im Pongau, Austria.


In 2014, the Estonian government earmarked 8.4 million euros in its reserve for the acquisition of the properties necessary for the eu-LISA main building and construction of the building in 2015–2017.
