Lithuania scores high in World Bank’s Benchmarking PPP Procurement report

Lithuania ranks among global leaders when benchmarked for the preparation and procurement of Public and Private Partnerships (PPP). The preparation of PPPs has been highlighted as a particularly strong area where Lithuania gained 96 out of 100 points, sharing first place with countries with such well-developed PPP processes as the United Kingdom, Invest Lithuania representative informed BC.

The World Bank commissioned Benchmarking PPP Procurement 2017 is the first study to collect and present comparable and actionable data on PPP procurement on a global scale. Benchmark provides an assessment of the regulatory frameworks and recognized practices that govern PPP procurement across 82 economies.

 

Benchmark targets elements that have been aggregated into four areas which cover the main stages of the PPP project cycle. Correspondingly, Lithuania scores 96 (1st place shared with 4 countries) for preparation of PPPs, 85 (4th place shared with 7 countries) for procurement of PPPs, 74 (9th place shared with 2 countries) for contract management of PPPs and 75 (4th place shared with 14 countries) for management of unsolicited proposals. Economies with scores in the region of 100 points are deemed to be in possession of a regulatory framework and practices that are closely aligned with internationally recognized good practices.

 

According to Mr. Tadas Jagminas, Director of the Project Management Department at Invest Lithuania, clear and transparent PPP preparation and procurement procedures inspire confidence in the market. “The highly developed and constantly improving PPP system that we have here in Lithuania has become an increasingly attractive value proposition for investors. All of our pipeline projects are thoroughly planned and structured, guaranteeing optimum stability for our projects.”

“Benchmarking PPP Procurement presents cross-economy analysis of 82 economies on issues affecting the procurement of PPPs. The standardized survey instrument includes 50 questions organized by areas, which were selected with guidance from a review of academic literature and input from the expert consultative group (ECG).”
