Energy infrastructure projects: securing clean and affordable energy

The European Commission adopted in November 2015 a list of 195 key energy infrastructure projects (projects of common interest, PCIs). The aim of the projects is to help deliver Europe’s energy and climate objectives, to form key building blocks of the EU’s Energy Union by diversifying the energy sources and transport routes.

The huge need for investment in energy infrastructure was one of the reasons for proposing the Regulation on the Guidelines for trans-European energy infrastructure (TEN-E Guidelines) in 2011. The TEN-E Guidelines provide a strategic framework for the long-term energy infrastructure vision of the EU and introduce the concept of projects of common interest. They identify nine strategic infrastructure priority corridors in the domains of electricity, gas and oil, and three EU-wide infrastructure priority areas for electricity highways, smart grids and carbon dioxide transportation networks.

 

The Commission’s endorsement of the final list of projects of common interest is the result of a thorough identification and evaluation process conducted by the Regional Groups which were established under the TEN-E Regulation.

 

Regional Groups consist of the representatives of the member states, the European Network of Transmission System Operators for electricity and gas (ENTSO-E and ENTSO-G), national transmission system operators and project promoters, national regulatory authorities, and the Agency for Cooperation of Energy Regulators (ACER). Feedback from the public consultation has also been taken into account.

 

Finally, the regional lists have to be adopted by the so-called high level Decision Making Body, composed of senior officials of the states and the Commission, after which the Commission can formally adopt the EU list of projects of common interest via delegated act procedure.


Projects of Common Interest

The European Commission’s infrastructure projects known as Projects of Common Interest (PCIs) will enable the gradual build-up of the Energy Union by integrating the energy markets in Europe, by diversifying the energy sources and transport routes.

In addition, the PCIs will help bring an end to the energy isolation of some EU states. They will also boost the level of renewables on the grid, bringing down carbon emissions. PCIs benefit from accelerated permitting procedures and improved regulatory conditions and may be eligible for financial support from the Connecting Europe Facility (CEF). A budget of €5.35 billion has been allocated to trans-European energy infrastructure under the CEF from 2014-20, helping projects of common interest to get implemented faster and making them more attractive to investors.

 

Commissioner for Climate Action and Energy Arias Cañete underlined that modern and reliable energy infrastructure was essential to allow energy to flow freely across all EU states. These projects will help integrate EU energy markets, diversify energy sources and routs and end energy isolation of some states. They will also boost the level of renewables on the energy grids, slashing carbon emissions. Europe's energy transformation will require investments worth billions in strategic infrastructure: the list of new projects will help ensure that European funds would serve the EU goal of securing clean and affordable energy.

 

The list of projects is an update of the PCI list adopted in October 2013. The list includes 108 electricity, 77 gas, 7 oil and 3 smart grids projects. A good balance between electricity and gas projects was achieved also thanks to the identification of clear priority projects in the regional context. The projects will benefit from a number of advantages:

 

· strengthened transparency and improved public consultation;

· accelerated permit granting procedures (binding three-and-a-half-years' time limit);

· improved, faster and better streamlined environmental assessment;

· a single national competent authority will act as a one-stop-shop for permit granting procedures;

· improved regulatory treatment by allocating costs according to the net benefits, and regulatory incentives;

· possibility of receiving financial assistance under Connecting Europe Facility (CEF) in the form of grants and innovative financial instruments.

 

For a project to be included in the list, it had to demonstrate significant benefits for at least two EU states; contribute to market integration and further competition; enhance security of supply, and reduce CO2 emissions.

 

In principle energy infrastructure should be financed by the market and through tariffs paid by users. However, to meet the huge investment challenge the EU has set up funds like the Connecting Europe Facility (CEF) and the European Fund for Strategic Investment (EFSI) which will help leverage the investment needed.

 

Under CEF, in 2014 and 2015, €797 million has been allocated to co-finance studies and construction works to help implement the PCIs.

 

Since the adoption of the first PCI list in 2013, 13 projects have been completed or will be commissioned before the end of 2015. Furthermore, some 62 projects are expected to be completed by the end of 2017.

 

The Commission has played a key role in getting many of these projects off the ground, either through political action and facilitating common agreement between two countries on the way forward or by providing technical and/or financial support to the projects.


The list of PCIs is updated every two years with the aim to integrate newly needed projects and remove obsolete ones.

Global energy sustainability

At the G-20 summit in Turkey (15-16 November 2015) it was acknowledged that presently there were over 1.3 billion people in the world who did not have access to reliable energy. Considering the urgent need to take steps to tackle this global challenge, the G-20 states emphasized the issues of energy access and energy investments.

 

In this context, the states will also study the reasons behind the high costs of renewable energy investment, and examine the deployment of public and private resources to fulfill the need for energy investments. Discussions on the G20 Principles on Energy Collaboration and rationalizing and phasing out inefficient fossil fuel subsidies will be continued.

 

The G-20 states noted the importance of “G20 Energy Efficiency Action Plan” and would be monitoring its implementation. They also aimed to improve Joint Organisations Data Initiative and followed up the implementation of price reporting agencies principles to improve energy market transparency.
