In Q1, the number of building permits issued and buildings completed increased in Lithuania
The construction of individual houses will remain predominant in the country as it accounts for 98.9% of all permits issued. Building permits were issued for the construction of 1224 individual houses with useful floor area of 199.2 thousand m2, i.e. by 5.8% more than in I quarter 2014. Building permits were also issued for the construction of 22 blocks of flats with useful floor area of 60.2 thousand m2, i.e. by 41.3% more than in I quarter 2014.

In I quarter 2015, 367 building permits were issued for the construction of non-residential
buildings, i.e. by 1.9% less than in I quarter 2014. Their total floor area
will amount to 301.8 thousand m2, or by 10.2% more than in I quarter
2014. In terms of the total floor area, the largest share of building permits issued
were those for the construction of buildings of trade and catering enterprises,
hotels (26%), and industrial buildings and warehouses (25.8%).

According to the data of IS Infostatyba, in I quarter 2015, 1501 new
residential and non-residential buildings were completed, i.e. by 20.3% more
than in I quarter 2014. 1231 residential buildings were completed; 2154
dwellings were equipped in the residential buildings and their useful floor
area amounted to 255.1 thousand m2, i.e. by 20.3% more than in I
quarter 2014. Two hostels with useful floor area of 1 thousand m2 were
completed. The average useful floor area of a dwelling in individual house
amounted to 155.3 m2, in blocks of flats – 61.2 m2, and
against I quarter 2014, decreased by 0.4 and 0.6% respectively.

In I quarter 2015, 268 non-residential buildings were completed in the country;
the total floor area thereof amounted to 183.2 thousand m2, i.e. by
27% more than in I quarter 2014. In terms of the total floor area, the largest
share of non-residential buildings completed fell within industrial buildings
and warehouses (55.5 thousand m2), and other buildings (38.9
thousand m2).
Concepts
A building permit – a permission to build a new building (buildings); a permission to reconstruct a building (buildings); a permission to renovate (modernize) a building (buildings); design documentation of construction which has been given a written approval of an authorised civil servant (authorised civil servants); a written consent for construction given by the owner (owners) or the holder (holders) of a land plot or adjacent land plots; a permission to continue the suspended construction.
A building is considered completed when, in accordance with the established procedure, the statements of completion of construction and the declarations on the completion of construction in compliance with design solution are drawn up. The date of signing a statement or a declaration is considered as the date of completion of construction.
