Estonia might give up Milan EXPO over construction dispute

Building the Estonian pavilion for the world exhibition EXPO Milan 2015 is in a complicated situation, since the construction contract has been disputed and initial legal protection being established on it, LETA/Postimees Online reports.

Since the litigation may last for an unknown time, Enterprise Estonia together with the Ministry of Economic Affairs and Communications (MEAC) is considering declaring the state procurement for the construction work null and void.

 

The procurement was disputed in court by E & G OÜ, and consequently, Enterprise Estonia cannot conclude a contract with the best bidder Ekspodisaini AS.

 

Enterprise Estonia board chairman Hanno Tomberg said that due to the litigation and time factor, timely completion of the Estonian pavilion is in doubt. "Therefore alternative action options are being searched for today," said Tomberg. He added that everything it done so that Estonia could participate in the World Exhibition EXPO 2015 and the Estonian pavilion opened on 1 May 2015.

 

EXPO 2015 Estonian Steering Committee and Chairman of the Board of Enterprise Estonia Ahti Kuningas explained that the best opportunity now is to start preliminary negotiations with construction companies already operating at EXPO. "If by mid-January, we do not manage to find a builder or some other solution is not found, then we need to seriously consider giving up EXPO," said Kuningas.

 

Estonia's participation in the world exhibition EXPO 2015 will cost 4.8 million euros, of which the Estonian government has allocated 3.7 million. By now, expenditure of 700,000 euros has been incurred plus financial commitments of 400,000 euros have been taken.
