Tartu city govt drafts EUR 191 mln budget for 2019
The city's total revenue is estimated to be 170 mln euros in
2019, while the income from core activities is projected to total 157 mln
euros and that from investments 13 mln euros, the city government said.
Tax revenues will account for 51% of the income,
including state taxes for 50% and local taxes for 1%.
Other items of revenue for the city include personal income tax, of which
84.5 mln euros is estimated to flow into the budget next year, land tax in the
amount of 1.5 mln euros, and sale of goods and services with 17 mln
euros.
Subsidies from the government and other institutions are
estimated to total 61 mln euros. Income from local taxes -- advertising
tax, levy for closing roads and streets, parking charges -- is budgeted to
reach 1.5 mln euros. 4
The city government announced that the largest investments
are planned in education, but construction of roads and the social sphere will
also see increased financing. In addition, the city intends to raise minimum
wages of teachers and student support specialists in general education schools
and hobby schools as well as those of social workers and cultural
professionals.
As for investments, the budget includes completion of a non-motorized
traffic route in Ihaste and renovation of Tamme puiestee, Vanemuise and
Ulikooli streets near Variku school.
The draft budget sets aside 5 mln euros for the smart
city district project SmartEnCity and 2.4 mln euros for the development of a
bicycle rental system.
Renovation of Variku school is to be concluded by the start
of school year in 2019; the city will also start full renovation of
Annelinna Gymnasium in the summer. Social housing at 8 Rahu street will be
renovated with the support from KredEx and Tartu Maarja Support Center's new
family housing is also expected to be completed.
