Estonian TSO creating capabilities for Baltic power grid desynchronization project

In preparation for connecting Estonian, Latvian and Lithuanian electricity power systems to the synchronously operated area of Continental Europe, three Baltic transmission system operators -- Elering AS, Litgrid AB and AS Augstsprieguma tikls -- need to further develop the load-frequency control (LFC) processes in the Baltic power systems and introduce additional balancing products, for which purpose they have developed the LFC concept document and launched a public consultation thereof, informs LETA/BNS.

The LFC concept document highlights the key concepts, principles and actions as well as describes the technical requirements and procedures of load frequency control processes. Market participants' business opportunities will also be expanded with new products -- in addition to the day-ahead and intraday markets, a shared reserve market will also be created to ensure balance of the electricity power systems in the Baltic states.


The concept document also maps out the further action plan based on which the TSOs are planning to carry out the project. 


The common frequency and balance control of three Baltic power systems will be implemented after the Baltic grids' desynchronization from the post-Soviet BRELL ring and their synchronization with the Central European frequency band by the end of 2025.


Public consultations on the LFC document will be concluded on Oct. 30.
