The Latvian Ministry of the Environment evaluated the report of environmental impact assessment of Nord Stream’s planned gas pipeline in the Baltic Sea

The Latvian Ministry of the Environment in cooperation with the involved institutions has evaluated the report of environmental impact assessment of Nord Stream’s planned gas pipeline in the Baltic Sea, which has been prepared according to the requirements of the Espoo Convention "On Environmental Impact Assessment in a Transboundary Context" and sent for evaluation to all countries bordering the Baltic Sea.

Given the results of the public hearing and evaluation of the report, the Opinion on the environmental impact assessment (hereinafter – Opinion) prepared by the Ministry of the Environment has been sent to the competent authorities of Denmark, Russia, Finland, Germany and Sweden which have to decide on the construction of the gas pipeline, informs BC Ilze Krukle, Communication division The Ministry of the Environment.

 

In its Opinion, the Ministry has provided the evaluation of the prepared report and potential transboundary impacts which may be topical for Latvia, as well as pointed out several issues which should be additionally clarified. It is planned that the pipeline via the Baltic Sea will connect Russia and Germany passing through the territorial waters of Finland, Sweden and Denmark. The report assesses the possible routes for the pipeline, the caused impacts, the necessary preparation and construction works, as well as the impacts related to the construction and operation of the gas pipeline. Although the overall potential impacts from the construction of the pipeline are not assessed as significant in regard to Latvia, given that all the necessary precautionary measures are observed and no emergency situation is allowed, and the pipeline does not pass Latvia’s waters, there are several issues that have not been fully reflected in the report; therefore it is necessary to clarify several fishing and safety related issues and the impacts until the particular solution is obtained.

 

Also, the Opinion indicates the necessity for the additional measures that would help to decrease the concrete impacts and the necessity to clarify several issues concerning the pipeline, including the clarification of the concrete fishing restrictions, if such would be applied in relation to the pipeline construction, and the relevant compensation measures for additional safety conditions to prevent the possible emergency situations, as well as for monitoring the works during the construction process.
