The tender for the construction of the facility is set to be called later this year.

According to the CNSD, representatives of Rosatom, German company Nukem, controlled by Rosatom, and MG Baltic had non-transparent ties with politicians, state officials and head of enterprises and allegedly had influence on state institutions making decisions and implementing projects at the strategic enterprise.

"People representing interests of Rosatom and companies under its controls plan to retain Rosatom's influence on the Ignalina nuclear plant's decommissioning process by involving the most influential business group in Lithuania, MG Baltic, with the latter allegedly trying to unlawfully influence state institutions, politicians and political processes, taking advantage of its political ties and a media group under its control," the CNSD states in its conclusions. They also state that Rosatom and MG Baltic's ties pose threat to Lithuania's national security.

Ignalina's nuclear plant plans to call a tender for the construction of a disposal facility for low and medium activity radioactive waste late this year. The CNSD conclusions state that the project will need over 400 million euros in 2018–2038, including 180 million euros by 2022.

The documents states that former KGB officer Kestutis Puidokas is representing Nukem interests and has active ties with MG Baltic representatives having interest in Mitnija, part of the MG Baltic group, talking part in Ignalina's decommissioning projects.

A consortium of German companies Nukem Technologies and GNS implemented to Ignalina's decommissioning projects and built a used nuclear fuel repository for 190 million euros and a solid radioactive waste repository for 123 million euros.
