Lithuania's Amber Grid to cancel tenders after Poland delayed GIPL project

After Poland postponed the end of implementation of the Gas Interconnector Poland-Lithuania (GIPL) gas pipeline by 2.5 years, Lithuania's gas transmission company Amber Grid will have to terminate the tenders of pipeline acquisition and gas pipeline construction before calling new ones, reports LETA.

The government intends to next week give a green light to postponement of the GIPL implementation deadline from June of 2019 to the end of 2021.


According to the draft resolution, the deadline must be moved, as Amber Grid has to turn to the European Commission's Innovation and Networks Executive Agency (INEA) by Sept. 30 for revision of project financing contracts.


The resolution also suggests that the new Polish technical solution to revise the route of the pipeline may enhance the gas throughput capacities from Lithuania to Poland and capacities of the Klaipeda liquefied natural gas (LNG) terminal by about 10 percent, furthermore, may intensify the EU financial assistance to Lithuania.


Danas Janulionis, chief of Amber Grid strategic planning, said it was still unclear whether the tenders would have to be canceled and announced again.


In his words, the Polish side did not only notify the three Baltic states about the changes but also the EC Innovation and Networks Executive Agency, which is to revise the project financing contract.


At the beginning of September, Poland said that, due to environmental requirements, it cannot build the pipeline to the Rembelszczyzna compressor station, as planned, and will instead build it to the Holowczyce station, which is near the border with Belarus and is closer to Lithuania.

The total length of the pipeline will be 522 kilometers, including 165 kilometers in Lithuania.
