The Special Investigation Service (STT) launched investigation into this case but they did not find any reasons to prosecute. The Government and company IBM had signed a contract on the establishment of scientific research centre. The contract was signed by Minister of Economy Dainius Kreivys, Minister of Education and Science Gintaras Steponavicius and IMB Deputy President Tom Reeves.
However, over the three years Lithuania's research centre has not done anything. The Ministry of Economy says that the acting director of this organization which does almost nothing still receives nearly LTL 13,000 (EUR 3,765) salary before taxes.
Although Lithuania's research centre is in a state of vegetation for more than half of the year, the central procurement system says that the company still buys mobile, internet, auditing and bookkeeping services, as well as legal services and fuel. Some of the purchases are scheduled by the end of year. "When the contract was signed obligations of the parties were listed in details and in which areas they will work in commercializing scientific output. It was taking place. However, when the study arrived, when there was time to show a clear contribution of IBM for consultations, for kow-how estimate, it was not explicitly detailed," said Steponavicius.
