Estonian social minister Taavi Rõivas reported on Monday to the parliament's social committee about the European Union structural means for the years 2014-2020; Rõivas said that the social sphere EU funds amount will increase by nearly 190 million euros as compared to the previous period, to 490,833,666 euros, LETA/Postimees Online reports.

"This is the biggest social investment in Estonian people ever, which will take our welfare services and employment to a new level. The aim is to include people who so far have been forced out of the active performance of the society and of self-realisation and via that, increase the quality of life," said social committee chairman Margus Tsahkna.

Nearly 200 million euros, including 170 million euros of EU means is meant for creating a work ability plan. Rõivas said that there are over 98,000 people incapacitated for work in Estonia, whose work ability loss is more than 40%. It will now be estimated what a person actually can do so that the most suitable job could be found.

Extra services earmarked for disabled people will be developed for them to preserve their job or find work, the positions of long-term jobless with low qualifications will be improved and unemployment among young people will be prevented and reduced.

207 million euros, including 132 million euros of EU means are planned for creation of first-level health centres and modernising large hospitals.
