"I can say that Estonia performs very well. Estonia follows the principle that when it joins an international organization, it meets its requirements. And when Estonia signed the agreement [to join the European Convention on Human Rights], you had already done your homework and brought your laws into accordance. Therefore I can't say that there are major problems here. I'd say that Estonia is the good student of the class," Jagland said at a press conference held at the Ministry of Foreign Affairs.
"There are still topics that we discussed. For instance, the right of imprisoned people to vote in elections," Jagland said.
According to Jagland he also discussed with Foreign Minister Marina Kaljurand how to act during a refugee crisis, but he added that this is a topic he discusses at all his meetings in member states.
The reason behind Jagland 's visit is the fact that Estonia is to be the chair of the Committee of Ministers of the Council of Europe from May 18 to Nov. 22. Estonia's priorities during the period are children's rights, gender equality, and human rights and rule of law on the internet.
