Estonian MFA welcomes cyber issues appearing in new EU global strategy

Estonian Foreign Minister Marina Kaljurand on February 3rd welcomed cyber issues appearing in the new European Union Global Strategy for Foreign and Security Policy, informs LETA/BNS.

"I am pleased to see that the European External Action Service (EEAS) has really stepped up in last years and worked hard to mainstream cyber issues into Common Foreign and Security Policy," Kaljurand said in Tallinn opening the "EU global strategy for Foreign and Security Policy" conference organized by the International Centre for Defence and Security.

 

Kaljurand stressed the importance of international cooperation in the field of cyber defense.

 

"At this point we have all probably come to understand that there will be a cyber-dimension to every future conflict. Therefore, it is of particular importance that the EU Global Strategy realistically reflects the EU security environment, including the most recent changes in the past years. It should help to align member states politically and be a tool for maintaining our unity on external policy and security matters," Kaljurand said.

 

She stressed that using cyber attacks are here to stay and therefore it is important that the EU builds up and improves the resilience of its systems.

 

Kaljurand called on EU to work on global cybersecurity norms. "ICTs are not a gateway to endless anonymous risk and hostility. Cyberspace is not a lawless domain," she said. "We have all agreed that international law applies to the cyber sphere, now we have to agree on how," Kaljurand added.

 

The conference that takes place on Wednesday and Thursday is the only outreach activity on cyber issues in the context of the EU new global strategy.
