An informal meeting of EU Security Policy Directors took place in Riga

On 23-24 April, Riga hosted an informal meeting of security policy directors from EU Member State Foreign Ministries who discussed the current European security policy issues, including in the context of the Common Security and Defence Policy (CSDP), reports BC the Latvian MFA.

Security policy directors noted that because of Russia's aggression in Ukraine and various challenges in the southern neighbourhood, the situation in Europe has substantially changed. The meeting addressed possible EU actions and solutions to strengthen European security. On a number of occasions, the discussion highlighted the need for the EU, both on its own and with other partners, to seek solutions in the fight against the hybrid threat in Europe's southern and eastern neighbourhood. The participants also discussed the current security environment in Ukraine and Libya.

 

The directors exchanged opinions and compared national positions in advance of the June European Council on the matters of European security and defence. A report is expected on the progress achieved with the implementation of tasks set forth in December 2013, and a vision on the further development of the CSDP will be presented. So the meeting organised by the Presidency offered an opportunity to prepare decisions to be adopted and discussions to be held at the Foreign Affairs Council in May and the European Council in June.

 

Dr. Antonio Missiroli, Director of the EU Institute for Security Studies, presented to security policy directors the Strategic Review proposed by the High Representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini. The participants concurred that the current European Security Strategy (2003) has ceased to reflect the security situation in Europe and the role of the EU as a global player. It has already been reported in this regard that Latvia expects the launch of a revision of the European Security Strategy at the European Council on security and defence in June.

 

The meeting, chaired by Maciej Popowski, Deputy Secretary General of the European External Action Service, brought together representatives from all 28 EU Member States, the Secretariat General of the EU Council and the EU Institute for Security Studies. The Latvian delegation was headed by Aivars Puriņš, Director of the Foreign Ministry's Security Policy Department.

 

The EU Foreign Policy Directors meet twice a year during each EU presidency to discuss the European security policy issues in informal settings.
