In 2014, Latvia was a leader in Europe's foreign policy performance five times, which is two times more than in 2013, according to a study titled "The European Foreign Policy Scorecard 2015" conducted by the European Council on Foreign Relations (ECFR), informs LETA.

In 2014, Latvia focused mainly on promoting a firm Russia policy, protecting the European choice in the Eastern Neighborhood, and increased its overall aid levels as a proportion of gross domestic product.

On top of the list are Germany, Sweden, Great Britain, and France. Malta, Austria, the Czech Republic, and France are at the bottom of the list.

Estonia was a leader five times, same as Lithuania and Latvia.

The Foreign Ministry told LETA that the ministry was always in favor of active foreign policy performance, which is in the interests of the entire nation.

"The European Foreign Policy Scorecard" is an annual study compiled by London think-tank ECFR. Its aim is to assess how successful the EU is in relations with other international players. The study focuses on EU institutions and on each of the 28 Member States.
