In Q2, number of building permits issued decreased by 10.1% in Lithuania

Statistics Lithuania informs that, based on the data from the Building Permits and State Construction Supervision Information System the Republic of Lithuania (IS) Infostatyba, in II quarter 2014, against II quarter 2013, the number of building permits issued decreased by 10.1%, of which for the construction of residential buildings – by 9.5%.

The construction of individual houses will remain predominant in the country as it accounts for 97.7% of all permits issued. Building permits were issued for the construction of 1813 individual houses with 1973 dwellings equipped within them (their useful floor area will amount to 280.5 thousand m2), i.e. by 9.9% less than in II quarter 2013. Building permits were also issued for the construction of 48 blocks of flats with useful floor area of 88.4 thousand m2, i.e. by 43.6% less than in II quarter 2013. Furthermore, building permits were issued for the construction of 11 hostels; their useful floor area will amount to 3.6 thousand m2.

In II quarter 2014, 509 building permits were issued for the construction of non-residential buildings, i.e. by 12.2% less than in II quarter 2013. Their total floor area amounted to 330.4 thousand m2, or by 20.2% less than in II quarter 2013. In terms of the total floor area, the largest share of building permits issued were those for the construction of industrial buildings and warehouses (31.9%), buildings of trade and catering enterprises, hotels (26%), and other buildings (20.5%).

In I half-year 2014, 2757 building permits were issued for the construction of 3096 residential buildings, of which – 20 hostels. 5536 dwellings were equipped in 3076 residential buildings, i.e. against II half-year 2013, the number of building permits issued decreased by 18%, the number of dwellings whose construction was authorised – 17.4%. 883 building permits were issued for the construction of 1203 non-residential buildings. In I half-year 2014, against the same period of 2013, the number of building permits issued decreased by 22.3%, the number of non-residential buildings whose construction was authorised – 15.9%.

 

According to the data of IS Infostatyba, in II quarter 2014, 1258 new buildings were completed, out of which – 1006 residential buildings. 1529 dwellings were equipped in the residential buildings and their useful floor area amounted to 195.9 thousand m2, i.e. by 31.4% more than in II quarter 2013. 68.8% of all dwellings completed were equipped in the individual houses, 31.2% – in blocks of flats. The average useful floor area per dwelling completed in individual house amounted to 154.4 m2, in blocks of flats – 70.2 m2.


In II quarter 2014, 38.5% of all dwellings completed were in Vilnius county, 23.9% – in Kaunas county, 21.1% – in Klaipėda county.

In II quarter 2014, 252 non-residential buildings were completed in the country; the total floor area thereof amounted to 181.7 thousand m2, i.e. by 34% more than in II quarter 2013. In terms of the total floor area, the largest share of non-residential buildings completed fell within industrial buildings and warehouses (69.8 thousand m2),  trade and catering enterprises and hotels (38.1 thousand m2).

 

In II quarter 2014, the largest share of non-residential buildings completed fell within Vilnius county – 31.6%, Kaunas county – 22.9%, Klaipėda county – 20.3%.

 

In I half-year 2014, 2001 residential buildings were completed in the country; 3400 dwellings were equipped therein. Against the respective period of 2013, the number of residential buildings completed increased by 20.3%, the number of dwellings completed – 36.2%. In I half-year 2014, 505 non-residential buildings were completed in the country; the total floor area thereof amounted to 325.9 thousand m2. Against the respective period of 2013, the total floor area of the non-residential buildings completed decreased by 10.9%.


Concepts

A building permit – a permission to build a new building (buildings); a permission to reconstruct a building (buildings); a permission to renovate (modernize) a building (buildings); design documentation of construction which has been given a written approval of an authorised civil servant (authorised civil servants); a written consent for construction given by the owner (owners) or the holder (holders) of a land plot or adjacent land plots; a permission to continue the suspended construction.

 

A building is considered completed when, in accordance with the established procedure, the statements of completion of construction and the declarations on the completion of construction in compliance with design solution are drawn up. The date of signing a statement or a declaration is considered as the date of completion of construction.
