Estonian government, trade unions, employers discuss ways for boosting economy
Topics discussed at the meeting included the government's investments towards restoring economic growth in 2021-2024 and the EU recovery fund, spokespeople for the government said.
"We wish to put both the funds in the next EU budget period as well as those in the recovery plan to use as rapidly as possible," Prime Minister Juri Ratas said.
With talks on both the next EU budget period as well as the recovery plan still ongoing in the European Parliament, Estonia's plan for recovery fund use will not be submitted to the government until spring 2021.
The social partners were given an overview of negotiations between employers and trade unions on a pilot project allowing to enter into an employment contract enabling flexible workload with part-time workers in the commercial sector and thus helping employers better cope with the crisis. The social partners have reached an agreement in principle on the matter; however, the details thereof still need to be discussed. Discussions of the topic will resume on Nov. 3.
Minister of Public Administration Jaak Aab introduced priorities for implementing the Just Transition Fund instruments in East-Viru County and the timeline for further steps. "We received many interesting proposals in the course of a wide ranging idea collection action; they can be divided into two groups -- development of entrepreneurship involving the creation of new value-added jobs and support to existing development projects, and attractive living environment," Aab said.
Based on these proposals, a draft implementation plan is planned to be submitted to the government in December already.
The next trilateral meeting is scheduled to take place in January 2021.
