Lithuanian president: social model is a mingle-mangle of scientists' proposals

BC, Vilnius, 25.03.2015.Print version
Lithuanian President Dalia Grybauskaite has criticised the social model project prepared by a group of scientists and presented to the Government. According to the project's authors, Lithuania for the first time will simultaneously reform labour relations and the social insurance system, promote job creation and reduction of poverty, reports LETA/ELTA.

"What we really see now is only proposals from different scientists, where every measure offers 3, 4, 5 or even 8 versions. Therefore, there is no such thing as a model, it is on a general mingle-mangle of scientists' proposals which could serve only as a basis for the Government in preparing a package of reforms, rather than to be prepared by scientists. Only then we could discuss the advantages and disadvantages of the model. While now we take out one of the many proposals with its own versions and start discussions, which is actually unhealthy to the ideas themselves," Grybauskaite said.

Moreover, according to the president, the whole package has been left undisclosed to society. The president was also discontent with the price of the model preparation. According to her, the model should have been drafted by the Government and free of charge.

"The Government has failed its homework – it did not pass a decision regarding the model but made everything public. In principle, it is a product which should not be discussed at this stage. Therefore, even the good ideas are ruined () the Government should make a political agreement on a package to be implemented and only then discussions should start. While now, with our unprofessional and poor quality comments we criticise what has been done by scientists. In any case, this is a responsibility of politicians and the Government. Scientists have done what they were ordered to do for LTL 5 million (EUR 1.5 million) although this had to be done by the Government, free of charge," she stressed.

The new social model project, according to the Government, seeks to ensure adequate guarantees and better adjustment of labour and family obligations, more favourable conditions to employers of hiring and maintaining labour forces.

As reported, at the Tripartite Council on Tuesday, 24 March, representatives of employers and employees had different views on many of the proposed social amendments. Therefore it was decided that the study which was prepared by scientists should be analysed for a month.
