Latvian MFA: Diaspora and Migration Centre is essential for the implementation of the diaspora policy

On 23 March 2015, the Latvian Ministry of Foreign Affairs and the University of Latvia signed a cooperation agreement to ensure further development of the Centre for Diaspora and Migration Research of the University of Latvia, reports BC the Latvian MFA.

A number of new studies on the Latvian diaspora have been planned during 2015, which will contribute to the formation of diaspora policy and cooperation between Latvia and the diaspora.

 

The Foreign Ministry’s Ambassador-at-Large for Diaspora, Pēteris Kārlis Elferts points out: “Since the Centre has been operating, it has become a valuable tool for diaspora research. It is noteworthy that the idea to set up the centre was offered by the members of the diaspora themselves. Many EU countries have such centres for diaspora and migration studies, and their number is on the rise. Research competence offered by the Centre enables Latvia to create a more coherent policy aimed at cooperation with the diaspora and its engagement in processes in Latvia, and supporting the organisation of events.”

 

In 2014, the Centre carried out important research on the diaspora’s political representation, namely, on mutual responsibility of politicians and the nation of Latvia both during elections and in daily political processes. The voice of every citizen is important for Latvia. The study, which was presented to those who formulate Latvia’s diaspora policy and to the committees of the Saeima (Latvian Parliament), has promoted a political debate on whether changes should be introduced to Latvia’s election system.

 

The Centre is moving forward with research in diaspora tourism. Along with varied forms of migration, people's travel and holiday-making habits are also changing, as is the role and involvement of the diaspora in Latvia’s tourism development. The studies will enable to better identify the needs of the people in Latvia and the members of the diaspora, for instance, when visiting native places, families and friends, as well as offering recommendations to stakeholders, including the providers for the public, tourism and other services, in order to take advantage of the diaspora potential and to cooperate.

 

In the near future, the Centre will carry out a study on media platforms to explore experience and best practices in EU states that could be useful in strengthening communication with Latvians abroad. Active work is underway on research about diaspora children and young people: the experience of those who are studying or have graduated abroad, and the needs of teachers, children and parents are assessed.

 

In 2015, a multi-annual project shall be launched: a study and publications on the history and literature of Latvia’s diaspora, which will be a valuable contribution and historical testimony in advance of the centennial of Latvia.

 

The Centre for Disapora and Migration Research is also working at the international level, including through the provision of expert opinions on migration issues and producing research reports on the development of the migration policy in Latvia for the Organisation for Economic Cooperation and Development (OECD).
