Education Ministry plans to use services of Skolas.lv developer again

Ministry of Education and Science is planning to again use the services of Datorzinibu centrs, the developer of the failed Skolas.lv school portal, according to information posted on the Procurement Monitoring Bureau's website, cites LETA.

Datorzinibu centrs has won the Education and Science Ministry's tender for the development of information system at the Latvian National Library. The project costs EUR 287,314, according to information on the Education and Science Ministry's website.

 

The ministry received two bids, however, the other bidder, joint-stock company Exigen Services Latvia, was turned down as its bid did not meet several requirements of the ministry. As a result, Datorzinibu centrs won the tender as the only remaining bidder, explained the ministry's representative Edite Olupe.

 

Although Datorzinibu centrs is the developer of the Skolas.lv project, which has failed, the Education and Science Ministry did not consider it to be a reason enough not to sign a contract with the company. Olupe explained that this was also due to the Public Procurement Law, which laid down strict rules as to in which cases such contracts could be terminated. The project's managers will nevertheless consider all the risks involved, added Olupe.

 

The project envisages creating a register of scientific personnel and science workers, a register of scientific projects, user profiles, a register of scientific institutions and of academic personnel, a register of doctors of science, and others. The project involves not only the Education and Science Ministry, but also universities and colleges of Latvia, Latvian Council of Science, Academy of Sciences, State Education Quality Service, Patent Office, and others.

 

At the moment, there are various registers maintained by different organizations and institutions. The development of a single information system is necessary so information about scientific activities could be analyzed on the national level so as to ensure development of efficient science policy, explained Olupe.

 

As reported, the same company that worked on the development of the Education and Science Ministry's failed Skolas.lv school portal was the developer of part of the "e-veseliba" (e-health) project for the Health Ministry.

 

EUR 6,917,418 has been invested in the development of "e-veseliba" so far, and the last part of the project will cost another EUR 4,720,980. The first three "e-veseliba" projects were completed last year. The electronic system of patient cards cost EUR 3,492,178. Part of the project was carried out by the Datorzinibu centrs company. The same company, in partnership with "E-Synergy", was the one that was developing the "skolas.lv" portal, in which the state lost a total of EUR 3.5 million.

 

According to "Firmas.lv" data, Datorzinibu centrs profit increased 96 percent in 2013 as compared to 2012.


Datorzinibu centrs posted EUR 187,257 in profit in 2013, whereas the company's turnover amounted to EUR 2,518,357. The company was founded in 1996.
